to the entry of the petition to the parliamentary committe in regards to:

The Parliament
of the State of Lower Saxony informed in it's publication of the violation
of Article 17 of the basic law. The left behind foreign father entered
a petition at the Parliament of Lower Saxony in regards to protection against
being deported, so as not to be deported form Germany during the running legal
procedures and political initiatives. Due to the publication of the official
proceedings 15/125 of the petitions committees of the Parliament of Lower
Saxony the foreign left behind parent discovers that the grandparents out
of the abducting and alienation environment had made presentation to the
petitions committee, without the committee of the Parliament of Lower Saxony
having informed him. The German grandparents out of the abducting and
alienation environment did not open a petition in their own name in accordance
with article 17 of the basic law but influenced the petitions committee
without the knowledge of the petitioner.

The vice president of the Parliament of Lower Saxony Astrid
Vockert informs as to the decision of the petitions committee of the Parliament
of Lower Saxony. The state parliament followed the recommendation of
the Interior Ministry of the State Lower Saxony in the case at hand regarding
the foreign left behind parent who is involved in running legal matters
regarding access to his children abducted to Germany. The Parliament of
the the State of Lower Saxony did not inform the applicant and foreign father
of the submission entered to influence the proceedings by the grandparents
from the German abducting and alienation environment in his running petition
proceedings therefore allowing them to influence the outcome, without his
knowledge. In this regard the petitioner was not given the opportunity to
respond to the foreign submission intended to negatively influence the outcome.

Official petitions to the parliament of Lower Saxony
:
- The German Land of Lower Saxony voluntarily renounces
on the nomination of the immigration offices of Lower Saxony
for the Award for the friendliest immigration office and
recommends to the Alexander von Humboldt Foundation that
the authorities of Lower Saxony are to be withdrawn and
excluded from the nomination procedures.
- The German Land of Lower Saxony orders the City of
Wilhelmshaven to pay 250 000 EURO against Xenophobia and
racism and for the respect of Humanity and Human Rights
to the Alexander von Humboldt Foundation. This amount can
be used for the redistribution of funds for the Award for
the friendliest immigration office during the next years.
