Re: Second request

To arrange an meeting with the mayor of Wilhelmshaven Eberhard Menzel

Dear Mr Duin,

As the mayor of Wilhelmshaven Mr. Eberhard Menzel (a member of the executive committee of the SPD party for the Weser-Ems region of which you are the chairman) holds the key to gaining access to my children, I once again approach you this time to request that you convene an  urgent meeting between us at which Mr Menzel will be present together with the complete file of the Jugendamt for us to discuss the issue with a view to finding an immediate solution to my grievances against him and his officials in particular the head of the Jugendamt Mr Klaus Juerjens, who have on more that one occasion committed criminal acts and acts of terror against both me and my children.

As I mentioned to you when we met on the 25 February in Emden and in my letter to you dated the 03.03.04 the child Welfare Department (Jugendamt) of the City of Wilhelmshaven has and continues to play a crucial role in preventing me access to my children abducted to Wilhelmshaven in November 1995 and again in January 1996.

At the meeting that I attended in your offices in  Emden on the 25 February 2004 you said that you would speak to mayor Menzel concerning the issues raised. Since then you have met with him on at least two occasions as reported with photos in the local newspapers, firstly on the 1 March 2004 three days later and on the 20 March 2004.

Since these meetings between you and mayor Menzel officials of the city of Wilhelmshaven have continued their activities to further attempt to prevent me access to my children. Mayor Menzel has obviously done nothing to improve the situation neither has he attempted to meet with me to hear my grievances or to in any way attempted to find solutions to the problems raised but has allowed his staff to continue to violate both my rights and those of my children.

The mayor of Wilhelmshaven Mr Eberhard Menzel in his role of chief executive officer of the city of Wilhelmshaven takes the full legal and moral responsibility for the actions of his officials. Instead of acting in an impartial manner Mayor Menzel has and continues to play both a direct and an indirect role in preventing me access to my children. Mayor Menzel personally endorsed the actions of the officials of the immigration office to refuse me permission to travel to Brussels to act on the invitation of the presidents representative Mary Banotti to report on the issues that I want to raise directly at the European parliament against the activities of his officials.

Yours faithfully

Michael Hickman
