Documentation  and reporting in Hickman case study in respect of international child abduction to German in 1995 the boycott of access that follows.

Documentation  and reporting on judicial and political initiatives against international child abduction to Germany and against boycott of access to children abducted to Germany as well as the discrimination and disadvantaging of the foreign left behind parents and grand parents.

In the matters of residence as well as entry and exit permission on the Federal level the responsible Federal Interior Minister of the Federal Republic of Germany is responsible, in this instance Otto Schily, and on the communal level the city of Wilhelmshaven under the responsibility of the mayor in this instance Eberhard Menzel. 

In the legal matter presented the dispute concerns the refusal of the German administrative authority, in this case the immigration office of the city of Wilhelmshaven, to allow the foreign left behind parent to return to Germany if he travels to Brussels, so as to prevent  the foreign left behind parent from accepting the invitation of the commission of the European Parliament to report on the working methods of the German officials in regards to child abduction and the boycott of access.  Make the comparison :

The administrative court of Oldenburg acknowledges receipt of the submission and informs of the case number in the legal matter Hickman versus the city of Wilhelmshaven as well as a request for information in regards to the accused  and the layout of the proceedings. The administrative court of Oldenburg alters the accused from the Federal Republic of Germany to the city of  Wilhelmshaven.

Submission by the city of Wilhelmshaven to the administrative court Oldenburg. Following the documented continual bullying of the foreign left behind parent during running access and custody procedures in regards to children abducted to Germany by the officials of the immigration office of the city of Wilhelmshaven, the city of Wilhelmshaven now advises the administrative court of Oldenburg to reject the application for legal protection for the left behind parent to travel to Brussels and to return to Germany to be able to realize the invitation of the European Parliament to report on the incorrect working methods of German officials involved in international child abductions to Germany and boycott of access.
The city of Wilhelmshaven recommends that the foreign left behind parent can apply for legal re-entry into the Federal Republic of Germany at the German foreign mission in Brussels, Belgium.
