Documentation and reporting about legal policy initiatives against international child abduction to Germany and against boycott of access with children brought to Germany as well as against discrimination and disadvantaging of the foreign left-behind parents and grandparents.

Very obvious is, that in the judgements of the European Court of Human Rights against the human rights violations by German family court proceedings as well as the violation of the Hague Convention the child welfare offices are involved, although the child welfare office (Jugendamt) stated at the Conference of Bad Boll, that they are not a child abduction authority.

The regional child welfare office of the State Government of Lower Saxony in Hanover has the mandate to provide for further training of the employees of the welfare offices and to support them in their activities.

The state child welfare office of the State of Lower Saxony in Hanover has in addition to other duties the task of advising and informing the institutions and employees in children's matters. They are also responsible for the publishing of material in the area children's matters.

The regional child welfare office transports on the regional level the family political axis in the German system, the family political starting point and conception by means of guidelines setting out the family legal political process. In this way the role and behaviour of the child welfare office (Jugendamt) is defined in family law proceedings.

While the state child welfare office is responsible for the training of the child welfare  authority. the German child welfare  employees engage in the support of and promotion of child abduction and boycott of access in family court proceedings under misuse of the authority of their office and of their responsibility.

We are no
child abduction authority

At the conference of Bad Boll in 1996  the institution "Jugendamt" justified its self as not  being, a "child abduction authority". Very obvious is, that in the judgements of the European Court of Human Rights against the human rights violations by German family court proceedings as well as the violation of the Hague Convention the child welfare offices are involved. As documented and proven the child welfare office (Jugendamt) of Wilhelmshaven also recommended sole custody in favour of the German abducting parent following international child abduction to Germany and supported the boycott of access in respect of the bi-national children retained in Germany in contradiction to the guidelines of the conference of Bad Boll.  


28.06.1999  deu information The state child welfare office of Rhineland Palatinate published guidelines regarding behaviour, perspectives and co-operation of the professions involved in family court matters following the coming into force of the reforms concerning children's matters on the 1 July 1998. The aim of all involved is to be to ensure that affected children after separation and divorce retain contact to both parents. New co-operative forms are required that are in contrast to the practice of the past.

The regional child welfare office of the State of Lower Saxony in Hanover declared that the mayor has both the authority and has the responsibility for processing the complaints against members of the child welfare (Jugendamt) and therefore forwarded the complaints of the 18. and 19.06.2003 to the responsible authority, the city of  Wilhelmshaven.
